Given the need to ensure that public funds are correctly accounted for, achieve value for money and eliminate waste through improved commercial decision making, our review of the existing processes within a client as part of our review of the commercial function, led to some specific actions to implement a clear and accountable spend control and governance structure.
Goal
As part of the organisations responsibility to use funds in a robust and accountable manner, the client required a new governance structure to be established, documented, and communicated with all key stakeholder groups internally, together with full implementation.
There was a need to improve the commercial acumen and thinking amongst the wider stakeholder team, where challenge and rigor could be applied to improve decision making to the benefit of the organisation.

Results
A full governance and spend controls process were implemented within a four-week period, ensuring all key stakeholder signed off and consultation was completed.
It was also followed by a wider communication strategy, which included workshops to help department teams understand the new approach and its benefits to the organisation whilst demonstrating the value of preparing and commercial rationale for future spending.
The organisation is now fully equipped to manage cost and spending plans, giving greater oversight from budget holders to senior management in a forum which provides the opportunity for challenge before financial commitments are made to external suppliers.
The new process successfully links the commercial function to budget holders so that there is a joined-up and flexible approach to procurement activity, which ensures the best outcome both financially and operationally.
