Kevin Bates

As a highly skilled and innovative Head of Procurement/ Commercial Director with both Change and Project Management skills, Kevin has a proven track record of success delivering strategic, complex, multi-billion-pound programmes. Using his transferrable skills in projects for both the public and private market sector, examples being NHS, HS2, Transport for London and Vaccine Taskforce. Kevin strives for successful results whilst also being quality focused, accompanied with excellent customer and client relationship skills.

In his previous role as Commercial Lead for the Antiviral Taskforce and Therapeutic Taskforce, Kevin was accountable for negotiating the UK’s antivirals and antibody contracts to support the Government’s objective of living with COVID 19. Even in high pressure environments, Kevin will exceed performance targets. 

Kevin’s area of expertise is designing and delivering Commercial transformation programmes, managing high value/high risk procurement projects, negotiating large value contracts, and setting up teams to manage contracts effectively. In partnership with the NHS, Kevin developed and implemented a new Commercial and Procurement function into the NHS. Leading the team to win the CIPS 2017 Annual Awards ‘Most Improved Procurement Operation – Start Up’

As an experienced speaker at professional events in both the UK and Oversees, Kevin regularly demonstrates his strong people skills whilst motivating his colleagues for a victorious team performance. 

Due to his outstanding work ethic, Kevin holds the highest level of accreditation at the UK Government Commercial Function (GCF), and a Master’s in Business Administration. 

Kevin brings his determination and focus into his personal life, by completing the London to Paris cycle ride, proving his resilient character. He also likes to rewind with golf and has supported his local football team ‘Luton Town’ for his whole life.

Vanessa Amissah

Vanessa has extensive experience with more than 15 years in the profession working on both commissioning and procurement projects across several sectors including central and local government; transport; infrastructure and health.  

She has provided procurement advice and consultancy services on small to large projects for Transport for London (TfL); East West Rail (EWR); the Ministry of Justice (MoJ) – HM Prison Service Sector; Royal Mail; the former Department for the Environment, Food & Rural Affairs (DEFRA); various London Borough Councils and Local Authorities; and NHS England.  More recently, my expertise has been focussed upon a commissioning project for the National Citizen Service (NCS).

Her knowledge of working in multiple sectors has resulted in the successful delivery of numerous projects across varied categories such as business travel and events; civil works & engineering; light & heavy rail; non-clinical professional services; fleet; office and professional services.  As well as generating significant cash releasing savings and improving processes and procedures, a number of these projects have also resulted in being nominated and winning awards for both hospitality and travel. 

Whilst delivering on key projects, Vanessa has ensured compliance with the Public Contract Regulations, associated policies and best practice guidance to assist clients in achieving successful and compliant procurements. By working closely with stakeholders, she has been able to save time, money and resources, reduce compliance breaches and risks, increase productivity and streamline the procurement process, so that every project runs smoothly and meets the required targets.

Vanessa is specialised in developing procurement strategies, tender documentation, reports, and specifications.  Having worked across a wide range of categories and sectors, she is able to ensure that all factors and options are considered to achieve project objectives. She also works well with internal and external stakeholders at all commercial levels, understanding their strategic aims and objectives.  

Vanessa’s role within the Quantum team is co-ordinating and developing comprehensive tender documentation, procurement strategies and reports.  She is also responsible for managing and supporting the procurement processes by communicating progress between the project team and clients, managing deadlines and deliverables and interfacing between the client; bidders; and the Quantum team.  Vanessa works closely with client teams to help implement recommendations ensuring successful long-term outcomes whilst enabling the client to sustain these benefits through structured handovers and coaching to upskill in house-teams.   

Vanessa is passionate about the provision of procurement services, delivering added value to client projects by way of meeting and exceeding expectations.  She is driven by the positive impact that procurement has on organisations and the importance of ensuring the best service is achieved for the most competitive price. Her other key driver is building positive relationships with stakeholders, understanding the challenges they face and providing a fit for purpose solution.

In her spare time, Vanessa enjoys spending quality time with her family and supporting her local community through youth engagement activities and events.

Helen Cole

Helen has over 20 years of experience within high performing commercial teams, driving transformation and capability building in both private and public sector organisations. She started her career in retail, heading buying teams in Nike, Tesco and BP.  She has also worked as a commercial coach to senior leaders as part of a global cost management project and her more recent roles include senior commercial roles in NHS England and Vaccine TaskForce, setting up commercial teams and improving efficiencies.

Helen specialises in integrating effective tools and processes to boost commercial capability. She provides transformation by improving processes, documentation, and working methods.

Helen works closely with senior client teams, ensuring the delivery of projects improve client business practices, commercial contractual terms and process through the delivery of complex and structured cost reduction programs, strategic and transformation projects.

Helen is passionate about Improving the way an organisation or team operates, how they can improve value for money, for the shareholder or taxpayer and achieve improved and sustained results.  She loves helping individuals be more confident in the role, give them the tools and skills they need to perform better and give them the opportunity to deliver greater impact.

In her spare time, Helen enjoys cooking but most importantly being with her 6-year-old son who keeps her very busy!

Mubanga Mulwila

Mubanga has approximately 15 years varied experience acquired within high value projects ranging from end-to-end procurements, contract management, account management and change management programmes within public/private sector. She is skilled in a broad range of strategic commercial practices including business analysis, contract management & SRM, negotiation, category management, cost reduction, process re-engineering and project management.

Mubanga has also led the commercial delivery of grant and funding programmes for the European Structural and Investment Fund (c. £35.7 million over three years), Brexit interventions, and export support (c. £10 million over six months) with DIT and the Cabinet Office. In broad terms, this entailed leading and supporting the end-to-end (inception to contract award to a third party fund administrator to disburse fund) process, which included: 1) service design and service specification (outlining the interactions between the inhouse teams and third parties supporting the service; 2) agreeing on a commercial model and contracting approach; 3) contract development and supplier selection and evaluation through supplier award; 4) developing contract management systems.
