Case Study Insourcing

Goal

Quantum 360 was engaged by a client to implement a new Commercial and Procurement function into its organisation. 

Our responsibilities were to design and lead a significant transformation programme that ensured the objective and outputs were in line with the ambition to be an exemplar organisation and best in class Commercial and Procurement function.  

The organisation had recently received a poor external audit report, specifically highlighting gaps in controls and governance.

Insight & Action

As part of this structural change, a previously outsourced team were brought in house, supported by the development of a new team and structure. Quantum 360 developed the strategy and subsequent journey to implement consistent procurement systems, tools, processes, and ways of working alongside recruiting a new high performing team to work with those recently insourced. 

Awareness and accessibility of the existing outsourced team by internal customers was an also an issue to be addressed as part of the transformation programme. A new operating model was implemented that supported internal customers by a business partnering approach, improving engagement, sharing plans and budgets which focussed on proactive procurement and pipeline management.  

Improving the commercial capabilities of the newly integrated team through training and development was also a key focus for both individuals and the senior leadership team, to promote long term career opportunities.

Results

Quantum drove the actions required in cultural changes to align to a one team approach, promoting the right behaviours, promoting a collective sense of purpose and ensuring communication was at the heart. This project ensured that that the team was fully established within the organisation, supporting internal stakeholders to successful deliver their commercial and procurement activities, driving value for money for the taxpayer.

Key achievements during this project were:

  • The team worked towards and achieved Certified CIPS status and won CIPS Best Improved Procurement Team Award.
  • Implemented a new team (+40 FTE’s, with a new interim to permanent operating model).
  • New systems were implemented within 6 months covering the full commercial lifecycle including real-time dashboard reporting.
  • Audit rating significantly improved with substantial controls and a full governance structure established.
  • Built strong stakeholder engagement and led the development of a single approach across the sector to drive efficiencies.
  • Implemented Contract Management toolkit, structure and management approach with designated expertise 
  • Sustainable Procurement support to consult on activities and drive agenda internally and with the supply chain.
