Case Study Procurement Partnership

Goal

Quantum 360 was engaged by an Arm’s Length Body (with Royal Charter status) of a Government Department to support them in procuring their programme delivery partners. 

Quantum 360 was commissioned to develop a new procurement strategy to replace the existing delivery model and support their client’s new strategic objectives.

To ensure that the initiative continued to produce excellent results, this meant learning about the current market and gaining stakeholder information to evolve the strategic delivery model.

This was all encapsulated in a fully developed Outline Business Case and supporting procurement strategy for further departmental and HM Treasury approvals.

The key objective was to manage and complete this project within the very tight timeline, ensuring continuity of services by managing exit and detailed project planning for the procurement activity, with the requirement for mandated approval steps.

Insight & Action

Our team led and managed the procurement process, including gaining all necessary approvals, managing the transition to new partners, and set up a contract management delivery model that delivers best value through the life of the contracts.

The out-of-scope activity was to develop the required Delivery Model in hand with the client, which involved process mapping with all stakeholders, identifying 5/6 options and shortlisting. An evaluation process was established to then select the final delivery model for CEO and Board sign off. 

Quantum 360 work seamlessly with internal teams and subject matter experts throughout the project, managing all relevant stakeholder and supplier (existing and prospective as appropriate) engagement and communications throughout the process. 

The Quantum 360 team was also asked to lead on development of the service scope, extracting from Subject Matter Experts the SME’s key information to define outputs and outcome based deliverables.

We supported our client with developing procurement plans for each of the selected routes selected and worked as their trusted advisor to develop the ITT and service specification documents. Within a challenging timescale, we established the timing and resourcing plans to manage the reporting, monitoring and performance against key project delivery milestones.

 Quantum supported our client with implementation through developing new policies, processes, and procedures, ensuring that they were ready to mobilise and manage their new contract, together with final wider governmental financial approvals.

Results

Our highly experienced team in place at Quantum 360 was dedicated to ensuring a successful delivery of the procurement through to contract award and full mobilisation, also supporting the client in this period throughout this period to develop and support wider organizational transformation activity that delivered their longer term objectives.

Quantum 360 have worked proactively to support our client in:

  • Finalsing a final delivery model decision that was taken forward successfully through the internal and external approval process.  
  • Achieving first time approvals through the Government Department and HM Treasury, with Cabinet Office oversight and assurance
  • Our collaborative and performance driven support has ensured that the procurement project was delivered on time and did not impact the client’s high-profile services.
